disksetup on on a disk that is in use by Linux

I am trying to install a single node on a Digital Ocean droplet, which is a 4GB RAM 60GB SSD with CentOS 7,
I am hitting the following error when I try to run the disksetup.

/dev/vda1 failed. Error 16, Device or resource busy. Disk is used by some other module/process.

looks like the ETX4 journaling kernel process is working on the disk, I don't have an other device and I was told that I cannot partition the device as well, I am stuck in this situation, and I am clueless.
Any help on this would be appreciated.
