HBase merge tool failure

I would like to use HBase util.Merge tool (per http://hbase.apache.org/book/ops.regionmgt.html ) to consolidate several tiny regions that got formed after data loading.

Per util.Merge instructions I brought down HBase by stopping HBase Master and HBase RegionServers through the Web UI. However when I run the merge tool it seems to believe HBase is still up and refuses to work. Here is the output

Perhaps there could be something about MapR HBase distribution that makes merge tool think that HBase is up even when it is not. I've upgraded to the latest version of everything: MapR v3.0.1 / HBase 0.94.9

Was this use case tested / confirmed to work?
