Failure to write to Syslog problem

We have noticed that jobs seem not to be writing to syslog any longer.  Not exactly sure when this started happened, it wasn't always this way.  Was typically the opposite, sometimes generating gigantic syslog files when things were really bad.

Talking about this type of path:

In that dir are typically 4 files: log.index, stderr, stdout, syslog

All are present however 0 byte, which in this case I would expect syslog to have quite a lot of noise in them about some failures.

Any ideas where to look?
