Does adding memory or removing a PCIe card on the CLDB node require a ~6hr wait before bringing the cluster back up for M3?

I shutdown a 1.1.3 M3 cluster per the process provided [here][1].  I then added additional memory to the cldb node and removed an unused pcie card and restarted the cluster.  Now I'm getting the error in cldb.log of:
