What are the risks if we change min.user.id to less than 500 which is the current value?

I am asking internally but, can you please confirm what MapR version you are running?. Seems like you are looking at Documentation for MapR 5.0, is that what the version you are using?
If I remember correctly, ResourceManager logs would complain about UIDs below 500 with the following message,
Error: Requested user <username> is not whitelisted and has id <#>, which is below the minimum allowed 500.
I cannot recollect the reason for maintaining the minimum of 500, but I'm inclined to think that as a form of reservation for certain OS dependencies. A quick search reveals one such discussion - linux - Who is user 500? - Server Fault
