In ADM 203 Lab 11.5, why does the MCS not list standby Resource Managers after changes?

After removing the resource manager from one node and installing it on another, the MCS no longer shows the standby resource managers as standby.  They are shown as configured but not running.  When listed from maprcli, their state is 5 (standby).

 

How do I correct this?
